This is an Apple issue, there is a feature from IOS12 onwards called RESTRICTED USB, Google it and it will resolve your issue

The JLR Remote App already offers the ability to remotely lock and unlock the Velar. It also allows you to remotely start the Velar for remote climate control, so why would you want to use a third party option? Paddles can be set via the menu to work in all modes. If you hold down the right hand paddle for a few seconds, the gearbox reverts to automatic (D)

In all likelihood, nothing to do with Apple Car Play, firstly, Apple insist on you using MFI certified cables, if in doubt, shell out for an expensive Apple branded cable, not a third party cable.
