This happened to me on my 18 Velar and a 19 XF Loaner.

Its very aggravating that there is no hardware reboot button, the engineer confidence in their software was clearly too high.

They removed it because the execution was done very poorly, it wouldn't stretch to the entire screen and there was a massive delay if you were to use it as a second monitor.

I've had a similar issue due to heat it seems. The the adhesive of the clear exterior plastic was de-bonding with the internal housing.

Don't keep this car beyond warranty.

Make sure your data plan is working correctly and you have data enabled in your settings menu.

The green screen is a place holder until the satellite data loads so I'm quite sure this is data related.
