The surround camera system comes with the north American tow package. The on/off road package allows you to have configurable dynamic which allows you to adjust the suspension which I think would be a good idea. Bigger brakes is a safety option so that is more of a good choice than anything else. Heads-up display is a awesome option and one that once you have had that in one car you will never want to live without especially since all the buttons in the velar and touch sensitive and will reduce the number of times you will have to look down. The drive pro package is all the electronic nannies that keep you within the lane, blind spot and active cruise control. It is more of a personal preference in my opinion since most people turn these off. If any of the options like blind spot is necessary then go for it.

A good option but also personal preference is the air suspension.

would save your money with the park assist,
I chose this option on my evoque and never use
It, just go for front and rear sensors and you'll be
Fine for parking.

360 degree cameras are great for seeing your wheel when parking in tight areas like car parks etc but with you being in America you not have the same issues as us in the UK so the only time you may use this option is off road, if you do not go off road then you may not need this option.

Options I personally would recommend are,
Blind Spot Mirrors
Front and Rear Parking System
Heads Up
Air Suspension
Bigger Brakes

Other than that it more of a personal item.

I have the 360 camera and have had this on a Porsche and BMW too - the JLR system is crap in comparison as the image is too small! You can zoom in to the front half of the car or the rear half by tapping on the screen but this kind of defeats the object as the view is no longer 360 degree! If I was to buy again I would not take this option for £700!
