I thought those lights where the turn lights, the lights that come on when you turn a corner when going slow they light up more of the corner.

They are part of the matrix LED headlamps.
They often function as cornering lights.
Also, when you're in High Beam Assist mode, these lights along with other LED lights in the matrix switch on and off depending on what part of the road needs to be lit up without shining on to cars coming the opposite way.
The lights right at the bottom are the fog lights

They are !!
But in my Velar 2019 HSE they are off. And I have no idea how to switch them on.

So the cornering lamps are automatic and needs no interference from my side. depending on the road it will light up ?

aren't just the side lights you switch on from the lighting control? DRL does not replace side lights which are mandatory in any vehicles

I have the Premium LED Headlights, do these do anything at all in them? Also, is it possible to retrofit Matrix LED Headlights if you don't have them?
